Introduction to FLITES

The Federal Aviation Administration (FAA) Office of the Assistant Administrator for Financial Services/Chief Financial Officer (ABA) Finance Leveraging Information Technology for Efficiencies and Standardization (FLITES) contract is an Indefinite Delivery Indefinite Quantity contract designed to:

  • Improve DELPHI/PRISM/Cost Accounting System (CAS)/Labor Distribution Reporting (LDR) and simplify business processes
  • Obtain a clean audit with no material weaknesses
  • Improve the quality, timeliness, and usefulness of financial information for management decision-making
  • Standardize and streamline agency capitalization processes and procedures
  • Support ABA in its efforts to implement an aggressive agency-wide cost control program

FLITES Statement of Work

  • The FLITES Statement of Work includes the following functional areas:
  • Program Management and Management Analysis
  • System Software Technical Support
  • Finance, Acquisition and Other Administrative Functional Support
  • Help Desk Resources for Application and System Support
  • Statutory Reporting/Financial Statements Support
  • Training and Communications Support
  • Burdening Process Support
  • Financial Policies and Procedures Support
  • Additional Support as required

Examples of Current FLITES Tasks

DELPHI Technical Support

  • Tantus|OnPoint provides DELPHI technical engineering, operations research, and support, to include:
  • Develop and review of DELPHI technical deliverables such as project management plans, requirements documents, design documents, test plans, test results, traceability matrices, and implementation plans
  • Develop DELPHI reports to support DELPHI business needs
  • Develop, maintain, support, and update DELPHI FAA custom extensions
  • Monitor and respond to DELPHI helpdesk tickets

System Software Technical Support

Tantus|OnPoint supports the FAA’s DELPHI Warehouse and Advance Reporting System (ARS) by providing technical support in the areas of:

  • Technical engineering – interface updates, design and code reviews and test plans
  • Operations research – system analysis, research and white papers
  • Business support -- planning, organizing, managing, coordinating, performance measurement, and risk management

PRISM Technical Support

  • To assist the PRISM program in maintaining the software integrity and operations of the procurement application, Tantus|OnPoint provides database administration and technical support in the areas of installation and configuration; full/partial backup and restores of the Oracle database files; maintenance and development of all database objects; diagnostics and resolutions to database issues including system performance and technical support for the interfaces to PRISM using approved APIs, Secured FTP, Oracle Database links, and UNIX data files.

Business Process Engineering Support

  • Tantus|OnPoint provides expert process and analysis support to the Office of Financial Management (AFM) and the following FAA DELPHI/PRISM process flow leads: DELPHI Budget to Reporting Flow; DELPHI to PRISM Process Flow; Invoice to Collection Process Flow; Asset Management to Retirement Process Flow; and, Reimbursable Agreement to Collection Process Flow. Tantus|OnPoint also provides expert analysis and process improvement support by monitoring DELPHI report activities to confirm the financial reporting to assist FAA in working to receive an unqualified audit.
